I've noticed a thread in the past which talked about the same issue I have, but this one is different from what I have read.
The game's graphics work FINE when it first opens, there is nothing artificial and all edges are pixelated instead of smooth.
Here's what I have noticed that causes this bug:
Opening settings and changing graphics properties (fullscreen/changing width)
Creating a new game in offline mode with bots.
Surprisingly, this bug does not appear when:
Playing tutorial
Creating a new game which is private/public
Starting the game and when in the main-menu screen
To describe the issue, as stated in that previous forum, everything seems blurry, but the text is readable, there are artificial 'brown' colors and edges are smooth instead of pixelated.
I've noticed that the fix to this issue is reinstalling the system, but I don't think I am able to do that since that requires reinstalling 200gb of things I have on my personal laptop.
My system is Windows 10, version 1909.

I am not sure as to what can cause this, this issue never appeared before and I used to play on the beta version of the game, 1.0.2
Surprisingly as well, even if I try the old beta version 1.0.2 which I still have saved on my system, even THERE the same bug appears. I am afraid this might be related to some alienated properties of SFD on my documents folder or in the registry, that is if there is one in Regedit.

As you said, there was a similar topic describing a graphics bug in the game(showing weird colors and particles); I can't find anymore that topic but as far I remember Gurt said to reinstall/update DirectX, XNA Framework and NET Framework in order to fix these glitches.
If this won't work then it's a windows 10 issue, perhaps after an update. The best choice would be restore your PC before a specific update. You can either try: Display Settings>Advanced Scaling Settings>[Enable] Fix scaling for apps.

Windows have a feature to "Fix scaling for apps." - try to change that setting. Blurry graphics could also be a side effect of window's built in zoom / dpi scaling not matching the native screen. Could also be a driver related issue. You could try to update your graphics driver and update windows to latest. Other users have solved similar problems by tweaking settings and updating drivers on their end.

Unfortunately, this "fix scaling for apps" thing didn't work out for me - and yes, I did search around and try that feature out earlier, but it seems to have been enabled by default. Disabling/enabling it also had no effect whatsoever. I updated some drivers (using Driver Booster 6) but that didn't work out, and most were already updated. What I wonder is if I could try to delete the entire Superfighters Deluxe folder in documents to check if it would have any effect. DirectX, XNA Framework and NET Framework were already installed (and always updated to the latest version) so this also had no effect whatsoever. I will, however, try to re-install the same components to see if they do have any effect.
EDIT #1: Nope, just moved out the entire Superfighters Deluxe folder from documents, it opens the game in fullscreen (by default), and creating a new game, which is offline immediately triggers this random glitch. I will try to open the 'Steps Recorder' tool made by Microsoft which is used to troubleshoot things and record logs so they can be reviewed by a technician.
EDIT #2: Steps Recorder didn't seem too useful and I checked it myself. It seems to only record entries made by the user, such as clicks and usage of the keyboard.

I'll try reinstalling Windows 10 again by just refreshing it (but keeping everything)
EDIT: Well, it seems as if I can't reinstall the system cause of an error that causes updates to be stuck at 0%. I guess I'll have to live with it even if it really bothers me and ruins the experience. Thank you either way.
