Full customization of a Metro-Law Cop?

I was customizing my character, and I wanted to make a Metro-Law cop.
Then It stumbled upon me that I have no idea what these losers are wearing.
So I took a look in-game and It looks like they have something that we can't acquire?

I thought it was the Aviator Jacket but that didn't fit. So what are they wearing?
Same with the clown mask, Is that something we as players can't get or what?

I'm pretty sure the other MetroLaw elements will be obtainable in the future updates. I'm not sure about the clown mask or skin, though.

Metrolaw Jacket and Metrolaw GasMask are only avaible in map editor
