About localization:
The actual font doesn't support non-latin characters and you have problems with their implementation (according to Hjarpe's twitter account). But the game can support other .xnb fonts (for example, from Terraria or UnderRail), some of which have support for such characters. The only problem is that the letters are a bit too large (or the spaces between them are too small).
The suggestion itself:
Add in the Settings the option to change the font size or the space between characters for better custom fonts support.

Try to modify the font size yourself. Maybe edit the existing font to add new characters to it.

I can't: in-game font is .xnb file, that can't be converted in .ttf (font file). Also, I didn't found proper way to convert .ttf to .xnb (except fuss with XNA tools, that I can't understand yet). I tried to convert it to .png (that works) and make it smaller (that doesn't works - game just crashes)

No other possible way than XNA then. Or coding your own "font editor".
