Well that's the value of a powerup. Nobody realizes that slomo is also overpowered, but it's rightfully such.

Easy balance: Something like the scout's atomic punch drink from TF2, which made them invulnerable in exchange for a slightly slower movespeed and unable to attack during its duration.
It was meant for bypassing heavy fire and getting from A to B unharmed. Would be neat for scenarios like rushing the M60 down range knowing you can probably make decent distance before the powerup turns off.
