Weather effects Overhaul

Rain:
·it does a little splash when falls on solids/objects
·When raining, the exteriors get a bloom effect
·The color palette gets more 'intense' on some colors like red, and less 'intense' on others like gray or white
·Rain Sound

And Snow:
·The top of solid objects stacks snow
·The color palette gets more of a "cold" color, like blue.


Also if possible; they can affect Fire;
while Raining: spreading and duration will reduce on exteriors
and
while snowing: it would barely spread.

That's quite difficult to add.because the rain and snow are the background effects.
