So, for anyone who has played Half-Life 2, there's the Metropolice, also known as Civil Protection.

The question is, is there a combination of clothing in SFD I could use to get as close as possible to the real thing?

Yes! The MetroLaw Cops are basically the equivalent as those guys you are describing. That was the exact comparison I made when I first played the campaign. You can mimic this look by obtaining the MetroLaw gear in the challenges (I don’t remember which). Unfortunately you are unable to obtain the chest piece, so in order to substitute I would do something such as body armour. You are able to equip charecters in the map editor with all metro law gear though.
I actually attempted before to make my own MetroLaw Cop charecter. I would provide a screenshot but my computer is in the other room and I am extremely tired from wrestling and exercise that I can’t be bothered to get up right now lol. I will link once I gain the energy to do so.

Added a first attempt, though it really sucks how you can't make the gasmask fully white.

Hmm. I’m going to hop on now and see what I can do with all the clothes I have unlocked. I understand you are looking to replicate the Metrocops in HL2. I had misunderstood and assumed you wanted to replicate the MetroLaw Cop. I still think the MetroLaw Cop mask is the way to go though (if you can change the colour).

Ended up trying it.
This is what I ended up with. I was wrong about the Metro Law Mask. What I did however was I made the skin really white instead of putting a mask. I put a Beret as his "head" but I admit it does look a bit off.

Yeah-.. Hopefully Gurt might make it possible to have gasmasks be white. I think a Wool Cap would fit better than a beret.

There's something about a beret that instantly changes how a character is perceived. It can suggest discipline, authority, or even mystery depending on the rest of the outfit. Sometimes it's the smallest detail that gives the strongest impression.
