I went to the server, played a little and decided to create a new skin, it was a bot skin, so I’ve hosted a server with bots several times to copy clothes from them, I edit the character... and then the red text says "Could not create temporary for map script - make sure you have privileges. Scripts will be disabled." what that means?

The game needs permissions to create temporary files in windows in order to compile and load scripts if you create a game.
Make sure no anti-virus is blocking the game and it's installed correctly. Try running the game as administrator if you must (try starting Steam as administrator if you must). Normally windows let programs create temporarily files without problems.
