I have recently started having an issue with my game that involves my FPS to drop significantly, only to go back up to 60 (I’m playing with Vertical Sync on).
What I find bizarre is that it only happens with this game. I have been playing far more intensive games on my PC and this never happens....

It’s not like a constant drop. It’s just a sudden spike for maybe a second Or so that drops the FPS for 10 or more. It still runs quickly, there is just a sudden spike the hinders the movement and flow of the game

From what I can gather it's most likely a corrupt system file causing this 0x80070422 error.
I suggest you try to repair your .NET installation first. If that doesn't help check out the links below and try to run the System File Checker (SFC).

SFD has been released and is now a paid product which can be found on the Steam store . You can still use the free version but online support has been dropped (as explained here ) meaning you will only be able to play offline.
