We only get a single C4 unlike nades and mines which comes in a pack of 3.C4 is a tactical explosive tool,which we focus on destructive environment with weaker platforms or toss near a stack of explosive tanks.Adding a dud state to it would just nullify the advantage of a decent tactical tool.

Yeah, we decided that C4 duds would be more annoying than it would be fun, mainly because you only get one of them.
