Whenever I try to download either package from the website, it fails. Does anyone know of any mirrors or ways to fix this?

Check that no anti-virus is blocking the download.

It's that way for everyone right now. ME and my friends can't download it. I just downloaded it yesterday too

Try to use a different browser to download the files, or use this mirror.

I think He was referring to the fact that from some time chrome browsers (mine included) cannot download both setup and rar files anymore, an error like "download failed network error" will be reported, the download will be fine on Firefox though.
