The IUser class only keep track of real players interfaces, you can specify the entity they will controll but everything else (health, team, world position, etc...) is handled by the IPlayer class. I was playing tutorial as there were no good servers, on the stage where we get Katana to hit the opponent I was in that stage I was jumping and by mistake, I pressed the 'kick' key instead of Punch and found that the percentage had gone to 20. I'm not sure if this is a bug but It's maybe a problem...

It would be easier to see your claims if your gif was in slomo. As it stands, I can't really notice the problems you're talking about here. Player hitbox size and weapon origin same as the standard player size, same apply to some minor issues like the size of the bullets shells, dropped magazines, etc.
